IN THE MATTER OF an expiry review, pursuant to subsection 76.03(1) of the Special Import Measures Act, of the order made by the Canadian International Trade Tribunal on October 31, 2019, in expiry review RR-2018-007, concerning:

HOT-ROLLED CARBON STEEL PLATE AND HIGH-STRENGTH LOW-ALLOY STEEL PLATE ORIGINATING IN OR EXPORTED FROM THE REPUBLIC OF BULGARIA, THE CZECH REPUBLIC AND ROMANIA

 

ORDER

On October 7, 2024, the Canadian International Trade Tribunal, pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order of October 31, 2019, in expiry review RR‑2018‑007, continuing, without amendment, its order made on January 7, 2014, in expiry review RR-2013-002, continuing, without amendment, its order made on January 8, 2009, in expiry review RR-2008-002, continuing, without amendment, its finding made on January 9, 2004, in inquiry NQ-2003-002, concerning the dumping of hot-rolled carbon steel plate and high-strength low-alloy steel plate not further manufactured than hot-rolled, heat-treated or not, in cut lengths in widths from 24 inches (+/-610 mm) to 152 inches (+/-3,860 mm) inclusive and in thicknesses from 0.187 inch (+/- 4.75 mm) to 4 inches (+/-101.6 mm) inclusive, originating in or exported from the Republic of Bulgaria, the Czech Republic and Romania, excluding plate produced to American Society for Testing and Materials (ASTM) specifications A515 and A516M/A516 Grade 70 in thicknesses greater than 3.125 inches (+/-79.3 mm), universal mill plate, plate for use in the manufacture of pipe and plate having a rolled, raised figure at regular intervals on the surface (also known as floor plate) (the subject goods).

On March 6, 2025, the President of the Canada Border Services Agency, pursuant to paragraph 76.03(7)(a) of the Special Import Measures Act, determined that the expiry of the order made by the Tribunal on October 31, 2019, in expiry review RR-2018-007 is unlikely to result in the continuation or resumption of dumping of the subject goods.

Therefore, pursuant to subparagraph 76.03(12)(a)(i) of the Special Import Measures Act, the Canadian International Trade Tribunal rescinds its order with respect to the subject goods.
