IN THE MATTER OF a motion by Hewlett-Packard (Canada) Ltd. under rule 24 of the Canadian International Trade Tribunal Rules for the production of documents by the Department of Public Works and Government Services;
AND IN THE MATTER OF a complaint filed by Hewlett-Packard (Canada) Ltd. under subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985 (4th Supp.), c. 47.
ORDER
Having considered the motion dated October 24, 2001, and the submissions dated October 26, 2001, from Hewlett-Packard (Canada) Ltd. (Hewlett-Packard), as well as the submissions dated October 25, 2001, from the Department of Public Works and Government Services (PWGSC), the Canadian International Trade Tribunal (the Tribunal) orders, pursuant to subsection 17(2) of the Canadian International Trade Tribunal Act, that PWGSC file with the Secretary of the Tribunal, on or before Wednesday, November 7, 2001, the following documents as they relate to the evaluation process generally and to the evaluation of Hewlett-Packard's proposal in response to Solicitation No. V9419-000008/C:
· A copy of all written instructions given to the evaluators
· A copy of any evaluation plan developed or used by PWGSC and the Department of Human Resources Development (HRDC)
· A copy of any evaluation handbook developed or used by PWGSC and HRDC
· A copy of the scoring documentation, including scoring tables, developed and used by PWGSC and HRDC
· A copy of any scoring supplements, guidelines or explanations developed and used by PWGSC and HRDC
· A copy of the evaluation scoring, including raw scoring sheets from each evaluator and each evaluator's scoring notes, as they relate to Hewlett-Packard's bid evaluation
