DECISION

For reasons that will be explained in greater detail shortly, the Tribunal’s jurisdiction to conduct an inquiry is limited to complaints pertaining to a “designated contract”, as defined in the Canadian International Trade Tribunal Act (CITT Act) and the Canadian International Trade Tribunal Procurement Inquiry Regulations (Regulations).

The procurement at issue is not subject to a trade agreement because the value of the procurement falls below the minimum monetary threshold fixed by any applicable trade agreement listed in subsection 3(1) of the Regulations. Accordingly, the complaint does not pertain to a designated contract and the Tribunal has decided, pursuant to subsection 30.13(1) of the CITT Act, not to conduct an inquiry into the complaint.
