DECISION
Mega Belts Inc.’s (Mega Belts) complaint relates to a Request for Standing Offer for the supply of ergonomic duty belts by the Royal Canadian Mounted Police (RCMP).
The Canadian International Trade Tribunal has decided not to conduct an inquiry into the complaint, pursuant to subsection 30.13(1) of the Canadian International Trade Tribunal Act.
The Tribunal finds that the evidence that Mega Belts submitted on the following grounds of complaint does not disclose a reasonable indication that the procurement has not been conducted in accordance with the Canadian Free Trade Agreement pursuant to paragraph 7(1)(c) of the Canadian International Trade Tribunal Procurement Inquiry Regulations (Regulations):
Mega Belts should have obtained the minimum score on the user trial.
The RCMP should not have rejected Mega Belts’ bid after the user trial, as nothing was noted during the mandatory technical evaluation.
The winning bidder is a company with its headquarters in the United States.
The Tribunal finds that the following ground of complaint was prematurely filed:
