Request for public interest inquiry PB-2024-002 and PB-2024-003
REVISED NOTICE OF PROPERLY DOCUMENTED REQUESTS
On February 17 and 21, 2025, the Canadian International Trade Tribunal received two properly documented requests for a public interest inquiry; one from Promet Steel JSC (Promet), and one from the Ministry of Economy of Ukraine (Ukraine), regarding the Tribunal’s injury finding in NQ-2024-003. The Tribunal has considered and decided to combine both public interest inquiry requests. A copy of the requests filed by Promet and Ukraine is available on the Tribunal’s website or can be obtained by contacting the Tribunal.
Interested parties supporting or opposing the initiation of a public interest inquiry shall file their written submissions by no later than April 3, 2025. The submissions should address the facts and arguments contained in the requests and provide any other information that would assist the Tribunal in determining whether there are reasonable grounds to consider that the imposition of duties under the Special Import Measures Act, or the imposition of such duties in the full amount, would not or might not be in the public interest. Where there are opposing views, each party that filed a submission on April 3, 2025, will be given an opportunity to respond in writing to the submissions of other parties by no later than May 1, 2025.
Each person or government wishing to participate in this proceeding must file a Form I—Notice of participation with the Tribunal, by no later than March 13, 2025. Each counsel who intends to represent a party in this proceeding must file a Form II – Notice of representation and, in order to have access to confidential information filed in these proceedings, a Form III – Declaration and undertaking with the Tribunal, by no later than March 13, 2025. The forms are available on the Tribunal’s website. The Tribunal will issue a list of participants shortly thereafter.
Upon consideration of all the submissions received, the Tribunal will decide whether a public interest inquiry is warranted.
