NOTICE OF INQUIRY

SOFTWARE AS A SERVICE (SAAS)

The Canadian International Trade Tribunal has received a complaint from Peer Ledger Inc. (Peer Ledger) of Halifax, Nova Scotia, concerning a procurement (solicitation RFP2022-14) made by the Royal Canadian Mint (RCM). The solicitation was for refinery integrity technology. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on June 8, 2023, to conduct an inquiry into the complaint.

Peer Ledger alleges that the RCM wrongly ignored Peer Ledger’s intellectual property rights in its consideration of Peer Ledger’s proposal. Peer Ledger also alleges that the five reasons given by the RCM for not selecting Peer Ledger’s proposal constitute trivial and unreasonable technical barriers to procuring from a Canadian firm.
