NOTICE OF INQUIRY

CLOUD-BASED SERVICES

The Canadian International Trade Tribunal has received a complaint from Oracle Canada ULC (Oracle) of Mississauga, Ontario, concerning a procurement (solicitation CS-IAAS-2024) made by Shared Services Canada (SSC). The solicitation is for the provision of cloud-based infrastructure as a service and native platform as a service. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on June 6, 2024, to conduct an inquiry into the complaint.

Oracle alleges that SSC arbitrarily restricts how bidders may demonstrate that they meet mandatory criterion M1.
