NOTICE OF INQUIRY

CLOUD-BASED SOFTWARE AS A SERVICE

The Canadian International Trade Tribunal has received a complaint from Samdesk Canada Inc. (Samdesk), of Edmonton, Alberta, concerning a procurement (solicitation WS4892743095) made by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for a cloud‑based software as a service. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on June 23, 2025, to conduct an inquiry into the complaint.

Samdesk alleges that PWGSC awarded a contract to the winning bidder on an impermissible non‑competitive and sole‑source basis without justification.
